Glaring Example

I've noticed that this look is popular these days with women. It is not a hijab or a modern burkha worn for religious reasons or for modesty. Rather it's the reworking of a dupatta or scarf around the head and over the face and tying a knot to keep it in place, leaving only a small gap for the eyes in order to avoid the glare of the scorching sun and the clouds of dust that are swirling around Delhi at the moment. Apparently they are the residue of the dust storms of Rajasthan, a desert state and the wind carries them hundreds of miles to neighbouring regions.
