Cirrus clouds.

Possibly verging on Cirrocumulus, they are formed by ice particles. The wisps are caused by the particles falling into warmer air and indicate the wind direction at cloud level. There had been some Cumulus clouds earlier and they had dissipated. Whatever the finer points are, it was a very interesting sky. 
There is a House Martin at top left.
