Over hill and dale

Is the title of this painting by McKenzie somebody who has a shop in Richmond. It hangs on my friends wall.It was bought for her sons birthday in 2015 when the Tour de France went through Richmond.
He obviously wasn't very impressed as he didn't want it :(
I blipped it as I was leaving for home.
