2 minutes to spare

Another commuting day today - on a beautiful clear, crisp morning. As the escalators lofted me up out of the depths of Edinburgh's Waverley station I looked up to see this stark contrast of the new roof against the architecture of the Balmoral Hotel.

Did you know that the Hotel keeps its clock deliberately 2 minutes fast? It looms above the station and is visible from all directions, so passengers will see the clock and start hurrying for their train , and then be pleasantly surprised to discover they've got 2 minutes to spare.

There's only one time every year when the clock is deliberately and temporarily set to the "correct" time. When do you think that is, and why?
