Is it a mule?

This unusual looking horse is in residence in our neighbour's field. It is very sad looking and I am sure it is a rescued animal. It is a fawn colour with dappled spots on its back - see extra - and only has half a tail. It is very friendly and always comes to our fence to say hello.
