Bike Shed?

We had bike sheds at school, but not like this.  I assume that's what they are: a row of little wooden huts next to a newbuild of flats.  The end hut had this rather nice bike attached to it.  Presumably the residents of central Bournemouth will not have cars (they hope) but will cycle everywhere and store their bikes in upmarket sheds.
