Pampas grass is a common sight in Northwest gardens, though I don't understand why, since it's a South American native. It seems to do OK in our climate, yet it prefers hot and dry. Perhaps that's why it doesn't seem to be an invasive problem here (yet). This clump lives a couple blocks away; its tallest stalks are about ten feet high.

It's not my favorite plant, but I love the way it looks against the bright blue sky, and with the strong breeze today, it was just dancing!

A widespread urban myth is that pampas grass is used by swingers to advertise their presence to other swingers in the area. The most commonly repeated version states that in the UK and Ireland a patch of pampas grass is planted somewhere in the front garden to act as a signal to passersby that swingers live in the home.
