Japanese Torii, or a gate to a temple or shrine.

This is part of a sculpture at Port Botany in Sydney, which commemorates the sister port relationship between Sydney Ports Corporation and Yokkaichi Port Authority in Japan, which has been going since 1968.
This sculpture was placed in 2001.
It's made of solid steel plate and includes a base of maritime style numbers and characters.
