watch out Toto!

At our local dog park there are two fenced in areas. One is for little dogs, and is hidden away in a grove of trees, with no access to the creek. The other part for big dogs includes a big open field, as well as a treed area along the creek. Today I noticed this red-tailed hawk soaring over the open field with its eyes clearly on a little teacup sized yipper! The owner did not seem concerned at all! But the hawk did not strike.
