The changing face of litter

These were in the gutter near my house. . The can is Polish lager and MOCNE means strong.

The ampoules say ISI Austria. Apparently they are used in whipped cream makers but, as Forth Ports has already guessed, they contain pure nitrous oxide.

Nobody I know makes that much whipped cream
