How Did I Miss This?

I must have walked past this "12 inch high explosive shell" hundreds of times and never noticed it. How could that have happened?! It's just at the entrance to platform 5 on Baker Street station. I suppose that the box at the bottom is padlocked to stop anyone stealing the donations.
