Been to Leeds

My mother used to say that her mother used to say - a propos a very busy day - washed and ironed, baked a cake, made a shirt, been to Leeds (this would have been from Bingley, probably). Well I've washed and ironed, we've shopped, we've been to the tip, and I've started on the mammouth process of tidying up the flat a bit.

Baking cakes and making shirts are for another more domestic life that I don't presently live.

We've always been intrigued by these signs at the tip. Do they mean the tip opens once a year? Doesn't seem to be case.
