Mottled Cardinal

It is soooo cold outside that it was a real effort to refill the bird feeders.  But they need the food, and I need a blip, so it was worth it for all.  I'm rather puzzled by this male.  Most are a bright red now.  This one, not so much.  I didn't alter the color or saturation so this is exactly what he looked like.  Could he be a juvenile that hasn't totally matured yet?
