What's the point?

I have no idea what these rusty old arrows are all about.

Sun dial? Confusing signpost? Decoration? They stick out from the wall of this old building. If they're meant to be some kind of security feature, they look like they'd be a good hand- or foothold, rather than a deterrent.

Any suggestions?
