Where are the sailors?

Walking on the beach this morning, I found something unusual - a sailor's hat. Then another washed up on the shore, and another, and another... and eventually I had a pile of thirteen. There must be a story... maybe an on-board celebration, and they tossed their hats into the air?

Some have names and numbers inside.
