Frustration

We live in a community which has central hot water for bathing, and chilled water for a/c. For the past week the hot water has been cold in the mornings, and takes much longer than the usual 5 minutes to heat up. The system uses solar panels topped up with a boiler.

Tonight we had 5 engineers trying to 'fix' the problem. They opened up the value to allow more hot water in, so the heat up time would be reduced. They admitted the central boiler was faulty and that it had been reset yesterday. As for the temperature. The pump at each floor is showing 55 deg (pvc pipes have a maximum operating temperature of 60 deg). The issue to me is that our uninsulated service 'corridors' are outside the apartment and due to the cold mornings just now all the heat is being lost.
