Lamp-bulb moment

About a week ago this rather strange bit of graffiti appeared on Linton High Street.  Our village has hardly any graffiti and this is in such a prominent place.

It was all rather a puzzle...what is it trying to say, what does it mean? 

Then the penny dropped as I walked back from the pub last night.
