Nest building?

As we're just heading into winter here it seems odd that this sparrow would be nesting.  Maybe it's confused or maybe it's want to make a feather quilt for the cold mornings.

I spent the day in at work today tidying up some paperwork, but I did take a break to sit outside in the weak sun to eat a sandwich and guzzle a coffee.
