Urban Art LXIV

This appears to spell something out but I'll be darned if I can read it.  If anyone thinks they get it, let me know!  At the right is a nightmarish Bugs Bunny-like figure with a mouth and fang-like teeth on his uniform.  He appears to be roller skating, and everything to the left of him may represent the "wake" of his motion.
