This South Cardinal Buoy is just outside QE2 marina and is called "Reffee".
The purpose of a Cardinal buoy is to indicate on which side there is safe water, this means there is safe water to the south of Reffee but you should avoid passing on the North side as, that is where the danger lies (generally rocks or shallow water, near the surface).
Guernsey is a very rocky island with countless sharp bitey bits just below the water hence, if you are a yachtie you must treat this area with great care.
