A future monument?

Walking along Princes St and then up the Bridges late this afternoon, on my way back to the Parliament from the Brexit Press Conference in Bute House, I was fascinated by this juxtaposition.

Perhaps the new structure mirrors the purpose of the old - a lively homage to some as yet uniidentified sci-fi writer ?
