Tower

I find this tower mystifying.  It's right in the centre of Leeds on the corner of the shopping district on Briggate opposite Debenhams (ish).  I wonder why it was built?  Does it give access to the roof?  Did someone decide they wanted a taller building but couldn't afford much?  Did it used to be bigger?
