Unduly Intoxicated?

I was intrigued by this sign. What exactly is 'unduly intoxicated'? Is there an accepted level of intoxication in this establishment? I don't think I've ever seen a sign such as this before. It also seemed strange to find it in a fish and chip shop (in Brisbane).
