In fact there are two observation sites here: 
- a small tower, part of the "Wall" built by the GDR on Russia's instructions 
- and an open air viewpoint for people on the western side of the boundary.

In the GDR: just by the tower is a military vehicle looking something like a Land Rover, and a dirt road no doubt for patrolling the border from time to time to ensure that no fascist West Germans have penetrated the defences of the GDR.   Then there is a fairly high fence (on first sight you might think that it was another road).

In West Germany: look to the right and a little downwards on this photo you will see a clearing in the trees and a short wall, probably in stone.  It looks as if there are several people standing there.
