Wetlands mystery

We stopped by the area near Prescott Beach where the Trumpeter Swans winter. There were many of them, all sleeping with their heads tucked under their wings. On the wetland across the road, on what I think is privately owned land, four men were setting out bird decoys for hunting purposes, I assume. (the extra) 
Then we saw a boat with two more men, and what looked like two swans in the boat. (main blip) Not sure what it was all about - were they being rescued? Relocated? Seems if they were okay, they would just fly off. The swans are protected, and they are often on the side were the men were setting the decoys. Doesn't make sense.
