No Idea what it is

One of two similar bushes at the side of Pershore council offices.
We went on a fruitless  shopping trip, enjoyed good coffee and had less good cake. Passed these bushes on the way to the Abbey before starting for home. Went through a speed trap in Inkberrow,  the dashcam shows that I was doing between 29 and 31, depending on where  it was actually checked.
