Zebra Tree

Not entirely sure why there is this sock on some of the trees around here but I like the black and white stripes (former Newcastle United fan).

I thought at first it was yarn bombing but it’s just material with string tying up both end. So I assume it must be something to protect it / encourage growth! Answers on a postcard please.
