Red,White and Blue & A Back street in Workington.

I had a dental appointment in Workington this morning, I parked up several street from the practice and while walking there my attention was drawn to two public houses side by side, a red one called the Red House, with the Blue Bell with White walls. At the end of the Blue Bell is a back street that use to be a way to the back of the old police station, the metal gates of the police station can be seen on the extra image. What I want to know is where are the table and chairs in relation to the notice on the wall regarding food...
