Mysterious ribbon

Spotted in the park at lunchtime. Only this tree had a ribbon. Any idea what it might signify?

Puts me in mind of the song from my youth - "Tie a yellow ribbon round the old oak tree" - Only the ribbon's not yellow and the tree's not an oak...
