Taxi organizer

This guy works in front of a shopping mall and his job is the following:
1. Asking the queuing taxi customers where they are going
2. Shouting the destination to the next taxi driver in line
3. If the taxi driver nods, pointing the customer to the taxi in question
4. If the taxi driver shakes his head, repeat number 2 with another taxi in line. It's quite common for taxi drivers to refuse to go where the customer wants to go.
