These scraggy looking plants are New Zealand native broom.  I find them architecturally appealing, even though they are a bit scruffy.  NZ broom is a legume, so high in nitrogen, and therefore nutritious; attractive to sheep and rabbits, which nibble them.  Tiny weevils feed in the seeds, which form in pods like other legumes, often in high numbers.  This can make it difficult to collect seed.
