Dog with a problem

Coda had a bad experience last week - hubby T tripped up (fortunately) the stairs and fell....luckily he wasn't hurt. Coda was walking next to him, and we think she either got a fright or hubby may have bumped her, and she fell down the stairs - not too may fortunately. I was happily playing golf when this happened!!  Since then she refuses to climb those stairs - (they go to the TV room and patio). She's always loved sitting on the deck watching the world go by, and now she just lies at the bottom. 
She's not injured as she runs up and down the steep steps going down the cliff to the sea. She doesn't flinch when I touch her legs.
I have tried putting her favourite treats on the stairs but she still won't budge. I don't know what else to do..so am just ignoring the issue for a while....Any suggestions?
It's election day here today - the weather is cold and raining - I hope it won't affect the voter turnout too much.
