It happens everywhere

Fine gentleman parks on a pedestrian crossing and goes off to enjoy himself in a bar. Along comes the tow truck. Fine gentleman spots this happening, and comes across to remonstrate. Policemen turn up. Money changes hands? [Didn't actually see this happen...] Gentleman drives car off. Tow truck moves on.
