Think these are cattle egrets.  Wiki  describes them as a stocky heron.   It has a relatively short, thick neck, a sturdy bill, and a hunched posture.  Wingspan about 35-inches.  The nonbreeding adult has mainly white plumage, a yellow bill, and greyish-yellow legs.   Yep, sounds right.  I saw one of these guys flying down the road yesterday in a lull in traffic about 8-foot over the pavement looking like he owned the space.  No chance for a foto, I was driving!
