Bus shelter potatoes?

I love the top deck of a London bus. Last visit I saw a leek (the veg) on top of a bus shelter but was too slow getting my phone out for a pic. This time I was prepared and caught this weird thing on top of a shelter. After the first i kept seeing them, on 7 shelter so far, and the kids on the bus are calling them 'potatoes'. Have I missed something?
