Just add sunshine

Recently these large solar panels and yellow cabins have appeared in a nearby car park.
I wondered what was going on, so I asked one of the workmen who was busy installing some cables. He told me it was to do with a project for the homeless, and the panels were to provide the power for heat and lighting in the cabins. I have done a little research online, but cannot find any further information about this. 
They must be pretty good panels if they can generate power from sunlight with the recent weather we have been having!
