This is the Problem...

...rain, rain and more rain.  The ground is absolutely sodden and can't take any more, so it has to run off into the road.  Many drains are blocked so the water goes wherever it can - uncontrolled.  This is just one of many 'waterfalls' along the roads above Hebden Bridge - and it's raining again.
