Inconsiderate parking

This ambulance was responding to an emergency call and was unable to pass this car. The owner doesn't live in our street yet despite warnings from residents and the binmen she still parks her car here causing an obstruction.

The council can't do a lot as she isn't breaking the law by being parked there. There are no double yellows outside people's houses.

Any suggestions on how to tackle such an issue would be gratefully received!
