Graffiti?

Is this wire/tape thing some kind of graffiti? It's been puzzling me for months. 

This is at the site of an old quarry, which controversially is due to be filled in and built on. 

I had a lovely photo to blip, of my DH planting seeds, then spotted this on our walk, and took the opportunity to get an answer to this instead.
