Work in progress

Having made a new wild flower bed in the middle of my lawn the redundant turves have been stacked, upside down, to make containers for compost against my  raised flower bed.   I plan to grow squash and courgettes which can trail onto the concrete (my predecessors' dog run) but my plans for the current raised bed have gone awry.  I have got 30 or so rose slips in it and they are all budding and leafing up - but  they don't seem to be producing roots.  What is happening? The slips of the same varieties that I have started  in pots have roots...
