Atonement memorial

This is part of the war memorial on the wall outside Balham station (opposite the Sainsbury's carpark) marking the tragedy that featured at the end of the film Atonement.
A WW2 bomb fractured both a gas main and a water main and 66 people died. It's a huge piece consisting of several reliefs. But there's nothing that I could see to explain what the figures are all about.
