El Dorado

So many buildings around here is in desperate need of some new paint. So is this one I guess, but compared to a lot of other buildings here, this one almost looks like it was painted recently. The thing I find so weird is that most gates or small walls is painted with some dort of motive. Often a lof of colors and withouth a doubt a lot of work. WHY not save the money and fix their houses..?? I really don't understand..
