I think these may be small tortoiseshell caterpillars. I almost wrote them off as a scruffy spider's web - not that I should really have done that either!

I read they spin a communal web shortly after hatching and use it for sheltering at night and in bad weather.  They've got a happy few days on that score.  It's a toaster!
