A Birthday Surprise in the Park

Today I was walking in downtown Bellevue park and saw that someone had left a birthday surprise for a loved one or a friend on a park bench. The benches around our downtown park are memorials and they make for some lovely sitting. I wonder who this balloon and rose are for? What a lovely gesture!
