Flying Fan

I’m hoping / expecting one of my blippers to tell me exactly what this is please.
It looks like a flying fan, with a thin parachute attached to a brave soul sitting on a stool.
It came fairly close to the house this afternoon and I’ve not seen one before.
I am intrigued.
I have given the shot an hdr process which shows the ropes better.
