Clean Sweep Policy

A carload full of bicycles that are tagged and to be taken away; cleaners operating for the city's council collected this load of bicycles that were parked 

When I pictured this the other day I noticed anger in me; how can the city council decide to take away parked cycles from whatever quarter in town?! There aren't enough storage places for bicycles, so that's why many are parked at random. I thought these were taken away by the city for being parked at random and that angered me... but they're tagged already! 

But now putting this image up for Blip I checked on internet what the city's policy is and that policy varies per quarter!  
Bicycles parked at random are taken away to the city's bicycle depot.. so when you don't find your cycle where you'd parked it, the initial thought is that some one nicked it... But no; you need to go then to a depot in town and ask them if they took away your bike! Perhaps they did, perhaps they didn't.... for sure you get dragged into bureaucracy till your cycle is found. And when it's not found at their depot(s), than some one indeed did nick your bicycle and you must go to report that at the police!
The police are understaffed, so no actions from them to retrieve your bicycle.

These bikes however are tagged... what shows that a council worker did thus a week earlier and finding these bikes with tags parked in the same spot as when tagged they are taken away; simply because the policy dictates these cycles are without owner... But maybe the owner is on holidays, or sick in bed at home? Ore the owner didn't know about the tag policy? Like I didn't till now!
