Disappearing tracks

What manner of vehicle is this, that disappears into the water? Didn't see it today but have seen a possible culprit around before. It's called a Sealegs and is a boat with three retractable wheels. Not sure if they are road legal but if you have a beachfront property you wouldn't need a trailer to get your boat down to the water.
