Unidentified techy object

I walked a different walk this morning and came across an interesting bit of tech.  I've no idea what it is but I'm wondering if it's an upgrade on this.

The words say 'Tracker Inside' and it looks to me to be a combination between a diffuser hairdryer, a hat on a stick and a bee hive.

If anyone can enlighten me I'd be very grateful.
