Frames within frames

How many layers of frames are there here? Each time I try and work it out I get a slightly different result.

This is a view of, and through, St Peter's Church in Melverley - one of the architectural treasures of the county - rebuilt in 1406 after being burned down by Owain Glyndwr, the last Welsh Prince of Wales. On the gate into the churchyard is a small plaque proudly proclaiming that Melverly was 'Britain's Most Motivated Village 1991' - this immediate raised two questions - is this a real award? - and what happened after 1991? Maybe having reached the pinnacle of motivation the village slumped into a kind of existential ennui, which of course there aren't prizes for because entering would mean immediate disqualification.
