Yellow Balloons?

On a New Year's Day walk with Bella, we came upon this tree fungus that I've never seen before. 

It is common to the Pacific Northwest (as well as the UK and Europe) and easily seen in the winter. The common name is Yellow Brain Fungus and it is an edible jelly fungus with a Latin name of Tremella mesenterica.
